花蓮縣警察局及花蓮地檢署投入0403花蓮大地震的救災工作，但治安工作同樣奮戰不懈，4月16日由刑警大隊及航空警察局共同查獲葉姓嫌犯（55歲、臺北市人）持有大麻毒品入境，並意圖販賣牟取不法暴利，警方即時攔阻這批大麻流入市面及校園，阻止毒品戕害縣民及學生身心健康。

The Hualien County Police Department and the Hualien District Prosecutors Office were engaged in the rescue efforts following the April 3 Hualien earthquake. However, they continued to diligently maintain law and order. On April 16, the Criminal Investigation Corps and the Aviation Police Bureau jointly apprehended a suspect, surnamed Yeh (55 years old, from Taipei City), who was found in possession of marijuana upon entering the country with the intent to sell it for illegal profit. The police promptly intercepted this batch of marijuana, preventing it from reaching the market and campuses, thereby protecting the physical and mental health of the county’s residents and students from the harm of drugs.

花蓮縣警察局刑警大隊偵三隊震災期間偵辦花蓮地區一起毒品案件，追查出第3層藥頭可能近期入境，即報請花蓮地檢署檢察官指揮偵辦並發布境管，境管才剛發布半個小時，葉嫌5/16日18時許即從美國舊金山入境到達桃園機場，由關務署臺北關及航空警察局協助留置並逕行拘提，因蘇花公路夜間管制，專案小組緊急乘火車前往接辦，當場起獲葉嫌以茶葉罐及真空袋包裝之遮蔽方式，夾帶第二級毒品大麻花148公克、疑似毒品軟糖167公克、電子菸（含菸油）等違禁物入境，並查扣美金、英鎊、巴西里拉等外幣及新臺幣等證物（合計換算為新臺幣18萬3,000元）。

During the earthquake period, the Criminal Investigation Brigade Team 3 of the Hualien County Police Bureau was investigating a drug case in the Hualien area. They tracked down the third-level drug dealer who was expected to enter the country soon. They reported the case to the Hualien District Prosecutor’s Office, which instructed the investigation and issued an entry ban. Just half an hour after the entry ban was issued, on May 16 at around 18:00, the suspect, Ye, arrived at Taoyuan Airport from San Francisco, USA. With the assistance of the Taipei Customs Office and the Aviation Police Bureau, he was detained and immediately arrested. Due to nighttime restrictions on the Suhua Highway, the special task force urgently took a train to take over the case. They seized 148 grams of second-class drug marijuana buds, 167 grams of suspected drug gummies, and e-cigarettes (including vape oil), all disguised in tea cans and vacuum bags. They also confiscated foreign currencies including US dollars, British pounds, and Brazilian reals, as well as New Taiwan dollars, totaling NT$183,000.

全案依涉毒品危害防制條例罪將葉嫌移送花蓮地檢署偵辦，經檢察官向花蓮地院聲請羈押，院方裁定羈押禁見。

The entire case, based on violations of the Narcotics Hazard Prevention Act, was transferred to the Hualien District Prosecutors Office for investigation. The prosecutor petitioned the Hualien District Court for detention, and the court ruled to detain the suspect and prohibit visits.

警察局長王旭昌表示：本次啟動境管案例成功，對於打擊國外毒品入境戕害國人健康有很好的示範。王旭昌並強調行政院毒品防制會報擬定「全力遏止大麻擴散」、「挖掘施用大麻黑數」等目標，納入「新世代反毒策略行動綱領」加強辦理。警政署亦指示，針對防堵大麻毒品流入國內，警政署除了要求各邊境專業警察機關加強攔檢、偵蒐可疑跨境運輸大麻案件外，並請各地方警察機關全力推動「清源專案3.0」、「社區警政再出發」等工作，並結合反毒「友善通報網」的警民合作機制，逐一清查、確認且查處各類可疑涉毒情資，澈底淨化民眾生活環境。

Police Chief Wang Xuchang stated that the successful implementation of this border control case serves as a good example in combating the entry of foreign drugs that harm public health. Wang emphasized that the Executive Yuan’s Anti-Drug Committee has set goals such as “fully curbing the spread of marijuana” and “uncovering the hidden numbers of marijuana users,” incorporating these into the “New Generation Anti-Drug Strategy Action Plan” for enhanced execution. The National Police Agency has also directed border police agencies to strengthen inspections and investigate suspicious cross-border marijuana transportation cases. Local police agencies have been urged to fully promote initiatives such as “Source Clearance Project 3.0” and “Community Policing Restart,” and to collaborate with the anti-drug “Friendly Reporting Network” mechanism for police-civilian cooperation. This involves thoroughly investigating, verifying, and addressing various suspicious drug-related information to purify the living environment for the public.

王旭昌提醒，世界各國管制大麻情形不盡相同，但依我國毒品危害防制條例規定，大麻屬第二級毒品，若製造、運輸、販賣第二級毒品者，最高可處無期徒刑或十年以上有期徒刑；如為施用、持有大麻等行為，最高可處3年以下有期徒刑。且吸食大麻將影響中樞神經系統，出現妄想、幻覺、依賴成癮等現象，請民眾切勿以身試法。

Wang Xuchang reminds us that the regulation of cannabis varies across different countries. However, according to the Narcotics Hazard Prevention Act in our country, cannabis is classified as a Schedule II drug. Those who manufacture, transport, or sell Schedule II drugs can face a maximum penalty of life imprisonment or a fixed-term imprisonment of more than ten years. For actions such as using or possessing cannabis, the maximum penalty is imprisonment for up to three years. Additionally, consuming cannabis can affect the central nervous system, leading to delusions, hallucinations, dependence, and addiction. The public is advised not to break the law.
